Timesheets: ability for external users to submit

We have several contract employees that rotate in and out of projects. We need them to be able to submit a timesheet for invoicing and project tracking.

Would love to be able to have External Users track their time.

External users can add time entries on action cards, but they don't have access to timesheets.
