Customize Action Card Layout

We would like the ability to re-order the layout of the action card. Preferably by using an action template we would like to re-organize the sections (Description, Subactions, Custom Fields, Comments, etc) so that for each template type certain sections are visible/hidden, and ordered in a way that bring the most important information to the top.

We should be able to customize action card widgets/fields similarly to how we can with projects. For example, choosing if we need the Labels or Dependencies field at all. Further, we should be able to rearrange placement of the fields. An attachment should be a priority, not found at the bottom of the card below a laundry list of other fields.
