add an action card to a goal from the action card itself

Instead of using the dropdown in the Goal settings to search for and select specific action cards, is there a way to choose an action card to be part of a goal from within the action card itself?
Teams have shared negative feedback about the action selector dropdown being disorganized and difficult to use
