I'd like to be able to link an action to a 'linked project' via an API call.

An example is an action for a workflow that needs to stay with other requests in the same process (like an order release), but is related to another project (like an installation) that Id rather not have to link manually.

Currently I am getting around this with labels on actions from the linked projects, but the actions are missing the same statuses as the workflow.
