Use search to find actions from archived projects

Requested by Ann Kiefert at App StateCurrently, you can search for individual actions that have been archived. However, if the entire project has been archived, the actions within it do not appear in the search.

If the Search feature can search for archived actions, it should be able to search for archived projects.

In fact, the search does currently return Projects as results. However, when you apply the Archived filter, it no longer searches projects.
