Update template subactions and descriptions across multiple projects

When editing a subaction, adding a subaction, or changing the description of an action/subaction, it would be great to have a prompt to update that across all projects using that template.

We primarily use project templates and are finding it cumbersome to launch any updates to actions/subactions (sometimes deeply nested) to existing projects that also use the same template.
Our main use case is regarding perpetual projects that have an "annual refresh" of sorts. Essentially the same project year-on-year, but all of the actions and subactions are "reset" to start from the beginning intake and moved through appropriate status, labels, etc. as the project progresses. Because there may be minor tweaks to our standard project template and want to make edits to the template, we also would want to have those new edits launch on the active projects that also use that template, rather than us having to move/copy/edit the actions and subactions manually. In the case of drastic updates to the project template, we could still have the option to create a new template, but with a possible prompt option, we could launch new updates to all existing projects that utilize the template.
If making edits to a project template, it would be helpful to have a "launch new updates" prompt similar to a data refresh in other systems that you can either click "yes, launch" or "no, just apply to template". To me, the concept would be similar to applying a label and seeing the prompt whether you want to apply the label to all subactions or just the current action/subaction.

Scott Voss: Yes, thank you! I can see this playing out similarly to presets in the WordPress theme, Divi. You can either edit the module or edit the active preset. The former doesn't affect the global template. The latter does
and
updates all modules using that template/preset. Another way to do this would be to have two editing modes for templates. One would just be editing for future use. The other would be editing and globally updating all projects using that template.
In that case, you could have it only update incomplete actions (so as not to get rid of helpful descriptions, etc) and have it prompt again for edits to status, priority, or description to confirm you know the ramifications of updating it globally.
***OR, you could have an "edit globally" mode where it automatically pulls a list of active projects using that template, and you can toggle them on/off based on which ones you want to bulk edit... this might be my best idea yet.
