Timesheets: Ability for users to edit approved timesheets

At the end of the month we need to submit a timesheets export to accounting. This means that we often have half filled out weeks that have been submitted and approved in order to get the correct data.
Unfortunately that means that users either have to delete and resubmit their timesheet for that week or the admins have to update all timesheets for all users. It would be helpful to allow users to edit their own approved timesheets

User to be able to recall:
- submitted and non-approved hours, per row or per column.
- submitted and approved hours, per row or per column
It is a basic feature. You input data, you submit, you realize it is wrong or something has changed (e.g. it was a forecast), you should be able to edit and resubmit and have a comment on why it is being resubmitted.
The current workaround is for users to have to delete all incorrect rows (so cannot happen per day/column) and then add the rows, add the categories, add the hours and submit again.
