Timesheet reporting - time sheets and time tracking

Currently, reporting pulls from either timesheets OR time tracking... We only recently added the timesheets feature to our workspace, previously time was tracked using tracking on actions cards...So, now our reporting has a loss of info from before we used timesheets. We need to be able to see the entire life of a project, not just from before or after timesheets was enabled. *our time sheets now pull info from our tracked time, but the "pre sheets" time is still unaccounted for in reporting.

"In short, synchronize what is shown in Timesheet with what is shown in Action Card, and vice versa. Allow users to enter time through Action Card, Timesheet or both with same results: time is recorded to Action Card."

Looks like this also impacts our use of External Users and how they track time. If our reporting functionality only pulls from timesheets OR actions cards... we cannot see the time spent by the external user with the time spent by everyone else as they cannot submit a timesheet. Looks like the ability to submit a timesheet for someone else is planned - which is nice but still allows some hour consistency issues in reporting until then.

This issue also affects the billable hours feature in the project overview to be incorrect by pulling from either BEFORE timesheets was activated or AFTER. we really need the data from both.
