I've updated the details here to reflect our thinking on implementation. We're aiming to keep things in line and consistent with tools like Adobe Acrobat, so we will likely opt for supporting tab / shift+tab to navigate comments.
Adobe's hotkeys for comment nav, per their docs:
"Move focus to the next comment or form field" => Tab
"Move focus to previous comment or form field" => Shift+Tab
This means we'll also aim to better support how/when inputs get focused when navigating between comments.

Eric Typaldos I'm not sure this works on my version of Adobe. (I'm using Mac). When I've downloaded a PDF from Hive to my personal folder and open it in Adobe, I can click on the top comment and use the down arrow to scroll through the comments; using the tab key doesn't seem to work

Jan Arzooman tab and shift+tab both worked for this in our testing. It's also stated on the official documentation for Adobe Acrobat keyboard shortcuts: https://helpx.adobe.com/au/acrobat/using/keyboard-shortcuts.html

Regardless, the changes we're making should work with this. We're also making it so that tabbing which eventually lands you on a comment input does not auto focus the input, but highlights it so that if you want to focus it you can press ENTER same as Acrobat.
