There isn't currently a way to create true "rate cards" in Hive, where a user is assigned to a particular role and that role is what determines that person's billable rate for a given project. It is cumbersome to have to both manually add and update rates on the user level as users change roles at the company, and makes it more difficult to manage billable rates at the project level if a particular client is on a different rate than another.
