Provide the ability to assign external users to action cards without providing access to the full project

Some users just need access to complete an action here or there throughout the project, but do not need to receive notifications of all actions in the project or even be able to see all actions inside the project. It would be great to be able to apply external users similar to the functionality in Proofing and Approvals, where proofs can be assigned to an email address.

This type of feature would also be useful for full access users within a Workspace. Example HR has a project that is sensitive in nature, but needs to assign some tasks for the project to Marketing, but they don't want Marketing to have full access to the project. It would be good to have a general way to assign an Action Card to anybody and restrict their access to only that Action Card.

I had an external user who was assigned tasks before, and then they no longer could. I really need this back for a pressing project.

This is sorely needed. Not having this functionality means I have stakeholders reviewing proofs and commenting before the team is ready, and just generally creating chaos in a project.
