Option to show all multi-select custom field values on action cards

Since the recent change to action modal custom field UI, multi-select custom fields collapse selected values into chips and show a "+X more" overflow summary once more than two values are selected. This makes it harder to scan all selected values at a glance on action cards.
Please add a workspace- or user-level setting that lets customers choose how multi-select custom field values display on action cards:
- Collapsed (current default):show a limited number of chips with "+X more" for overflow
- Expanded:show all selected values without collapsing/wrapping into "+X more"
