I have a set of actions that I use for each department that I add to a project. I need to copy the actions and paste them into the same project. I got around this by creating a template for the set of actions and applying the template to the project, but the fact that I can't copy/paste entire rows in Table view is incredibly frustrating.

I tried the + icon and copy and paste by dragging and highlighting things, but it doesn't work. You can select a row with the check box to delete it, why can't you copy the whole row with the same action?
