This would be to help create or construct the form or while other are out as well as be able to limit who can edit it

The restriction to limit who can edit is for only 1 forms owner so locking it down is limiting

Having the ability to assign multiple owners to a form ensures effective collaboration on building a form. The current settings do not allow multiple users to edit a form.
