Currently, all workspace members can open Forms > Submissions page for any form, and see replies to all form questions. If the user is not part of the project where submissions land, Hive does make the card title private on the Submissions page, and the user is not able to open that card as well. But often, this is not enough, since users can still see everything the submitter has entered in the form.
