We would like to be able to update the custom bill rate once for a project, instead of having to enter the same rate for every team member, which is time consuming and tedious.

We agree! We are having to update custom bill rates regularly in order to use the budget feature in the Project Overview. Seems unnecessary. Please allow us to set the custom bill rate once or set into the future.
