The current default for Goals is 'everyone', which means anyone in the company can see and EDIT a goal or sub-goal. Goals are primarily for individuals or a few people (i.e., small team or person/manager). Plus, allowing anyone to edit a person's goals is very problematic.

Please default to private. This is standard practice.
