A project template carries its teams and their people into the Create Project Members step. Removing a carried-over team leaves that team's people selected in Users. Show one prompt when the removed team still has people in Users who do not belong to a team that stays selected: "Remove people from [team]?" with "Remove [N] people" and "Keep them." Remove drops only those people. People in the remaining team and the project creator stay. Adding a team adds that team's people to Users with no prompt.
