Allow Workspace Admin to Archive Hive Notes

Currently, only Notes can only be archived by the owner. However, this creates an issue when the owner is removed from the workspace.

The use case is that the user who created the Note has left Hive, so the Admin would like the option to delete or archive the Note themselves.
