Recently, there has been a change in the action attachments behaviour in favor of one page at a time + navigation controls. So now, when the multi-page PDF file is added to the action attachments, you have to use the arrow buttons (or type a page number) to move between pages. The previous way (simply scrolling through) was an easier and more comfortable way.
