The Form Change Request email is sent to the original form submitter. Since it is not possible to change the submitter, other users can only access the form by clicking on the link at the bottom of the action card. If anyone other than the original submitter resubmits the form, a new action is created in Hive instead of updating the existing one.

Add a form change link or button for project owners or admins to alter a form submitted by someone else to modify the linked actions.
