Allow actions to be assigned on Holiday

Currently, when an action is assigned on a holiday, the date automatically moves to the next available date. However, sometimes a certain action needs to be assigned and it would be helpful if there was a button that could override the holiday setting.

When adding dates to action cards, let us override holidays similar to how we can override weekends (see uploaded image).
