Add Additional Status to Action Cards for Canceled Actions

If an action is started, some work is done, but then the action is canceled, it will allow us to preserve a record of this. The status can be changed from "in progress" to "canceled".

We have a need to track canceled (or withdrawn) in a completed group. The planned action wasn't actually completed. So, we want to track it as such. We do not want it to appear in active filters and want to be able to report on canceled or withdrawn actions.

The best workflow for our team is to have Status Groups to include Active and Completed. The Active Group would have status options of Pending and Active. The Completed Group would have status options of Completed and Withdrawn. Deferred would be helpful as well.
