Ability to track time at project level

Right now time tracking appears to only be available at the action card level. It would be great to also have the option to track time at the project level. Sometimes there are actions being taken on a project (emails for example) that don't belong to a specific card, but are still time being spent on the project.

It would be super useful to have time tracking at a project level. E.g. to be able to budget a number of hours for a project and then use that budgeting to automatically carry across to the resourcing and time tracking tabs
