Currently, to allow Project Owners to see Budget data in projects, you should check the "Workspace members" option in the Enterprise Security. But obviously, this makes not only Project owners but regular workspace members see Budgets as well.

We wouldn't like that but having the ability to enable Budget data visibility for Project Owners only would be really helpful.
